To say the rules, you can state in the other way beside using 'can, must, have to', which is from the ruler or the one who makes the rule's point of view.

Example:
- I must submit the homework today.  --- The school makes me submit the homework today
- I can play sports before going home. -- The school lets me/ allows me to play sports before going home.
- we musn't fight in class. -- The school doesn't let us fight in class.

So, from the sentence above, we can see that it's a statement of rules from the ruler's point of view.

Every parents won't allow their children to go out alone at night.
